Tristan-Aurel MOULINE

Tristan-Aurel Mouline has been Associate Chief Executive Officer of Agence Française de Développement (AFD) Group since 2025.

In this role, he oversees strategy and partnerships, supervises risk management and compliance, and leads Group-wide transformation programs.

He began his career in Brussels and Paris as a public affairs adviser at two CAC 40 companies, where he represented their interests before European institutions. He later joined the French Embassy in Washington, where he led monitoring and analysis activities, before moving to the World Bank. There, he contributed to flagship research supporting governments on regulatory reforms aimed at encouraging investment.

Tristan-Aurel Mouline joined AFD in 2018 and helped shape the Group’s international strategy. He developed the “Three Oceans” framework to strengthen regional integration in French overseas territories and designed and negotiated the Kiwa Initiative, a financing mechanism supporting Pacific countries. He joined Group executive management in 2019 and was appointed Chief of Staff in 2022. In this role, he contributed to steering AFD and its internal and external transformations while coordinating the main decision-making bodies – including the Executive Committee, the Management Committee, and steering committees.

Alongside these responsibilities, he has taught economic policy at Parsons School of Design and development finance at Paris 1 Panthéon-Sorbonne University. A former fellow of the National Endowment for Democracy, he holds degrees from the University of Oxford, Sciences Po, and the London School of Economics.
