The government of Uganda recently elevated 10 municipalities to the rank of secondary cities to address issues of physical planning and urban infrastructure investments. Led by the Ministry of Land, Housing and Urban Development (MoLHUD), the cities of Arua, Mbarara, Fort Portal and Soroti were selected on the basis of several criteria (potential for impact, national strategy link, complementarity with other initiatives etc) for the first phase of the Secondary Cities Infrastructure Development Programme (SCIDP). This programme aims at supporting local economic development in secondary cities and reduce their vulnerability to climate change. The project preparation facility CICLIA – Cities and Climate in Africa is funding the preparatory phase which should lead to the financing of this programme by AFD.
