Strengthening resilience by empowering women and girls in areas affected by the Sudanese conflict

This call for proposals is eligible to international non-governmental organizations (INGOs) and other international or local non-profit organizations, organized in a consortium. The consortium should include one lead INGO and at least one national or regional CSO/NGO.

The consortium formed by INGOs/NGOs/CSOs must:

• have previous experience in the targeted region, including since the outbreak of the Sudanese war ;
• have experience in implementing women’s empowerment projects, including supporting populations affected by gender based violence ;
• have tangible evidence of their ability to assess security issues and risks in the intervention area ;
• have tangible evidence of their knowledge of areas impacted by the Sudanese war in Sudan, South Sudan and Ethiopia, of its population and its challenges;
• have a capacity to engage in close dialogue with the headquarters of AFD in Paris and with AFD local agency in Kenya ;
• demonstrate their ability to implement major projects: the amount of the AFD grant must not be higher than 35% of the total resources of the lead organization carrying the project accumulated over the last three years in the targeted countries ;
• demonstrate that they will be authorized to operate in the countries in accordance with local regulations.
   

Geography: Sudan, South Sudan and Ethiopia. The proposal should target at least two of these countries.

Sectors concerned: The call for proposal is open to receive multi sectorial approach proposal to respond to current needs. Actions implemented during the project should focus on populations most affected by the war, in particular women and children. All the actions suggested must be part of a dynamic to promote social cohesion.

Budget available: Within the framework of this call for projects, AFD has an envelope of 8 million euros, through a grant agreement.
The AFD contribution can finance 100% of the total project budget including taxes.

Project duration: The selected project should be implemented over a minimal period of 24 months. Proposals over a period of maximum 36 months might be considered if relevant.
