In Vietnam, one of the most vulnerable countries to climate change, the project aims to secure the economy, and in particular the agricultural economy, ensure the security of people and goods and improve health conditions. A climate change adaptation project.
Context
With its geographical configuration (position downstream from the main transboundary watersheds, size of coastal areas – 3,260 km – and deltas, where the population and agricultural and industrial activities are concentrated, climate with heavy monsoons), Vietnam is one of the five non-island countries the most exposed to climate change (particularly extreme climate events, rising sea levels).
Nationwide, territorial authorities are being encouraged to design and implement climate change adaptation and resilience programs and to review their strategies from this perspective. The project is implementing a response to the consequences of climate change and providing solutions in the fields of water and agriculture management.
Description
The project aims to adapt to the increase in the frequency and violence of extreme climate events and the rising sea levels in the provinces of Ninh Binh, in the south of the Red River Delta (an essential region for water supply and storage during the dry season), Ha Tinh, in the coastal region of the central north, and in the city of Can Tho, in the Mekong Delta (a region highly vulnerable to the consequences of climate change).
The project has three components:
- Construction of a sluice dam in Kim Dai, in Ninh Binh Province.
- Rehabilitation of the irrigation-drainage system in Thach Ha District, in Ha Tinh Province.
- Surfacing of the banks of the Can Tho River.
The specific objectives of the three subprojects are basically the same:
- Secure the economy of the province and particularly its agricultural economy.
- Ensure the security of people and goods.
- Improve health conditions for populations.
- Build the management capacities of public bodies.
- Improve the general environment of the landscape in Can Tho Province.
Impacts
- Increase in agricultural and aquaculture production.
- Increase in producers’ incomes (thanks to an increase in irrigated areas and an improvement in drainage conditions in cultivated areas).
- Reduction in flood risks.
- Improvement in the quality of surface water, reduction in the frequency of water-borne diseases and a general improvement in sanitary hygiene conditions.
- In Ha Tinh and Ninh Binh, reduction in the energy bill of the pumping stations and therefore in their greenhouse gas emissions.
- Rationalization of water resources management.
