Improve public transport in Lagos metropolitan area

Lagos is the biggest city in Africa, but its transport infrastructure is insufficiently developed. AFD contributes to strengthening the public transport system of the metropolitan area.

Context

The city of Lagos, with over 20 million inhabitants, is the largest city in the South of the Sahara. With a natural population growth estimated at 6%, the city engages 45% of the skilled workforce of Nigeria.

However, over the years, infrastructure development in Lagos has not been in parallel with its population growth. The density of the road network is estimated at 0.4 kilometers per thousand inhabitants, well below the continental average. Outdated transport equipment and a poor management system have hindered the development of this sector.

In order to address this issue, the World Bank supported the implementation of the first phase of a Lagos Urban Transport Project (LUTP I). Launched in 2007, this project focused on the development of a bus rapid transit (BRT) network.

Description

The second phase of the project (LUTP II) was launched in November 2015.

This new phase between Ikorodu and Mile 12 was co-financed by the World Bank and AFD which contributed up to USD 100 million to its funding.

Some of the positive impacts of the Mile 12 (Ikorodu BRT project) are as follows:

The average travel time along this BRT corridor has reduced from 120 minutes to 87 minutes;
The average money spent monthly by individuals on travel along the project corridor was reduced from 4,120 NGN in 2010 to 2,141 NGN in 2017;
The number of direct beneficiaries has been increased from 0 to 300,000 and 440,000 respectively in 2010, 2015 and 2017;
The percentage of BRT users who report owning a car or two-wheeler has been increased from 14 to 20 then 30 respectively in 2010, 2015 and 2017.
