Street lighting in Martinique consumes a lot of energy and is costly. It mainly uses imported electricity generated from fossil fuels. To reduce the spending of municipalities and conserve the environment, AFD is contributing to financing the project to renovate the street lighting system led by the Syndicat Mixte de l’Électricité de la Martinique.
Context
Martinique’s street lighting network is not suited to its climate environment, consumes a lot of energy and has high maintenance costs. Given this situation, the various stakeholders in the energy sector have identified ways to optimize the facilities and reduce their consumption, as there is considerable potential for reducing the energy consumption of street lighting when it is improved.
The Syndicat Mixte d'Électricité de la Martinique (SMEM), the concession authority for the island’s power grid, wants to renovate and permanently modernize street lighting in 14 municipalities. In partnership with the Martinique Local Authority (CTM), SMEM is proposing a program to allow this first wave of municipalities to halve the electricity consumption of their street lighting in a short space of time.
Description
SMEM’s program is installing street lighting in the city centers and intercity areas of 14 municipalities in Martinique. In practical terms, this project will install tropicalized network management cabinets. It will also replace sodium bulbs with LED lamps and install an astronomical clock management system.
SMEM is the contracting authority and is assisted by three contractors for the project implementation. These contractors are financed by the French Agency for Ecological Transition (ADEME). Four companies are supplying the equipment and conducting the works. The project will have a very rapid return on investment by reducing the energy consumption of the system and significantly reducing maintenance needs.
Impacts
This project is improving the light efficiency of street lighting, which is currently ineffective in certain municipalities. It is also halving CO2 emissions and the energy bill of this service, which is alleviating the burden on the finances of the municipalities. It is reducing maintenance costs and increasing the resilience of the lighting system to climate effects by deploying tropicalized equipment. This project is taking biodiversity into account and is also paying particular attention to coastal lighting to avoid affecting turtles.
