AFD is a key actor in the institutional landscape of France’s Overseas Territories. As the leading public-sector financial partner, it supports overseas local authorities in their long-term sustainable transition efforts.
AFD works alongside local authorities and in conjunction with other government agencies (including the French Agency for Ecological Transition – ADEME; the Directorate for the Environment, Planning, and Housing; and the Banque des Territoires) to reduce the vulnerability of French Overseas Territories, boost their investments, and speed up their transition to a sustainable model.

Market-rate public-sector loans (PSPs)
Market-rate public-sector loans (PSPs) are designed to help public actors fund their long-term investment infrastructure projects in the French Overseas Territories.

Public-sector transition loans for French Overseas Territories (PSP-Ts)
The public-sector transition loans for French Overseas Territories (PSP-Ts) offer support for long-term investment in social, environmental, and digital transition projects at preferential interest rates.

Overseas Fund (FOM)
The Overseas Fund (FOM) provides funding and technical assistance to support major development projects (public infrastructure, energy, environment) and public policy implementation in French Overseas Territories.

Prefinancing of European and French grants in French Overseas Territories (PSEE)
This instrument provides short-term financing for investment projects that will receive grants from Europe, the French government, or other French public organizations. The PSEE makes advance payments to the companies contracted to execute the investment project.

FICOL
The French Local Authorities Financing Facility (FICOL) funds development projects and implementation carried out in partnership with local authorities in other countries.
