AFD, CEDIS and EDF International Networks sign technical cooperation agreement for the modernization of Montenegro's electricity distribution network

The Montenegrin Electricity Distribution System (CEDIS) signed a tripartite partnership agreement with the French Development Agency (AFD) and EDF International Networks (EDF IN), establishing a strategic technical cooperation aimed at modernizing Montenegro’s electricity distribution network and strengthening capacities for the energy transition.
The Agreement has been concluded under AFD’s FEXTE technical assistance program, with grant support amounting to up to EUR 290,000, alongside the possibility of additional support for the preparation of future investment activities.
Under this Agreement, EDF International Networks will share its expertise across several priority areas: network digitalization and smart grid development, distribution automation, investment planning optimization, system resilience, and the integration of renewable energy sources in line with European standards.
The implementation of this Agreement will involve the joint work of expert teams over the coming period, including assessments of the current state of the distribution network, the development of recommendations for the digital transformation of the system, and support in the preparation of long-term investment plans.
This technical cooperation represents an important component of the broader partnership that CEDIS is developing with the French Development Agency (AFD). In parallel with the activities planned under this Agreement, AFD is currently assessing potential financial support for an investment project involving the reconstruction of six 35 kV substations and the modernization of 10/0.4 kV substations throughout Montenegro. In this context, AFD has already mobilized EUR 500,000 in technical assistance to carry out the feasibility studies for this investment project. Through technical support and the exchange of expertise with EDF International Networks, CEDIS will further enhance the preparation and planning of these investments, thereby creating the conditions for the successful implementation of future development projects aimed at modernizing the distribution network and strengthening Montenegro’s energy security.
This agreement is part of the broader strategic partnership between France and Montenegro, as the country keeps moving on its path towards European integration.
