Tanguy DENIEUL appointed Director of Human Resources at the Agence Française de Développement (AFD)

With over 30 years of experience within the AFD Group, Tanguy Denieul combines technical expertise and team management in challenging contexts in France, the French overseas territories and abroad. He is now supporting AFD's HR transformations, in line with the Group's strategic priorities.
Tanguy Denieul, 59, took up his post as AFD Group Director of Human Resources at the beginning of September 2025. He succeeds Julien Seillan, who has been appointed Director of AFD's agency in Vietnam.
Within the Group, he has held a wide range of responsibilities, both in France and abroad, combining financial and strategic functions at headquarters - notably as Head of Strategic and Financial Management (2011-2016) - and leading operational responsibilities in the network, at the head of the Ouagadougou (2016-2020) and Ankara (2016-2020) agencies.
He joined AFD in 2005 as Asset and Liability Manager, then Deputy Head of Risk, after having held several positions at IEDOM-IEOM, then a subsidiary of the AFD Group: Technical Assistance Volunteer in Mayotte (1991), Bank and Corporate Analyst, Head of Economic and Monetary Studies in Pointe-à-Pitre, Deputy Director of the Mamoudzou branch and finally Head of Management Control at headquarters.
He holds a master’s degree in economics from the University of Paris I Panthéon-Sorbonne (1991), as well as a master's degree in economics from the University of Rennes (1989).
