Why does AFD also finance China, India, Brazil and Türkiye?

China, India, Brazil, Türkiye… Why does the AFD Group also operate in these major emerging economies, often perceived as established powers rather than “natural” priorities for development aid? Because the main global challenges — climate, biodiversity, health, reducing inequalities — are largely being played out where emissions are the highest, where cities are growing fastest and where development models can still change course.
In these countries, the AFD Group mainly acts through market-rate loans, which are repaid and help secure French public investment. This financing supports concrete projects: restoring protected areas in China, experimenting with climate-resilient reforestation in Türkiye, developing a sustainable bioeconomy in the Amazon with Brazil, and rolling out cleaner urban mobility in India. All these initiatives protect global public goods while strengthening ties between France and its partners, paving the way for future cooperation, technology transfers, and exchanges of expertise and training.
By financing major emerging countries, the AFD Group fulfils the mandate entrusted by the French State: advancing France’s contribution to global transitions, while preparing a safer and more sustainable future for local populations and for French citizens alike.
