In South Africa, for the “Urban development” sector, the partial financing of the City of Johannesburg’s medium-term budget was subject to an evaluation in May 2018.
This budget support operation was implemented in the context of AFD’s strategic priorities for urban development. It aimed at enabling the preparation and implementation of the City of Johannesburg’s spatial development strategy. The intervention was implemented after a similar intervention was conducted with the City of Cape Town.
The evaluation noted that the combination of funding and technical cooperation for strategic spatial planning created strong and mutually reinforcing relationships within the Municipality. This budget support operation strengthened the City of Johannesburg’s public policies and institution: it contributed to an improved coordination of municipal departments and to a stronger strategical framework. For future reference, however, problems with the Municipality’s capacity of implementation may be better anticipated.
