In Vietnam, for the “Financial intermediaries” formal sector, the technical assistance for capacity building provided to Da Nang and Can Tho Development Investment Funds (DDIF and CADIF) was subject to an evaluation in August 2017.
The project was implemented to help the newly established CADIF and DDIF train the newly recruited or transferred members of their staff. The latter lacked expertise in management, project appraisal, social and environmental safeguard management, fund mobilization, financial analysis and soft skills.
The evaluation noted the project’s relevance to the policies and directions of the government and the AFD. However, it deemed the training program unsuitable for both the DDIF and the CADIF. The project did not meet its initial objective, suffered delays in the selection of the consultant and in payment as well as a change in the consultant team’s leader. Its impacts were overall unimpressive. Notably, the training program did not include the development of a manual or set of guidelines which would have been very helpful to its participants.
