AFD Group, which aims to be a pro-nature public development bank, is taking part in COP29 to promote its Climate/Nature approach and to continue converging its financing towards Nature-based solutions. AFD Group will be reaffirming its resolutely " by your side " approach, which is illustrated by sustainable support for its partners at several levels, so that they can define their own sustainable development trajectories. Lastly, COP 29 is an opportunity for the Group to implement its advocacy actions, both with the private sector and with other public development banks via Fics and IDFC, to accelerate fair transitions in order to achieve the SDGs.

On the eve of the 10th anniversary of the Paris Agreement and COP30, COP29 presents some major challenges:
- New Climate Financing Target (NCQG)
This new agreement, to be agreed before 2025, must set a new climate finance target for countries. The precedent set at COP15 in 2009, which committed developed countries to providing $100 billion a year by 2020 - in order to take account of the needs of developing countries in terms of mitigating and adapting to climate change - was reached in 2022. France reached this target in 2021.
- Carbon market
Another priority for COP29 is to finalise the rules for the framework established by Article 6 of the Paris Agreement, which provides a framework for voluntary cooperation between the Parties on the issue of the carbon market. The aim of these rules, which may take various forms, is to guarantee environmental integrity.
- Losses and damage
COP28 saw the creation of a new fund to deal with loss and damage. Numerous financial mechanisms have been put in place to support the countries most vulnerable to climate change. At COP29, the Board of Directors of this fund will be able to present the progress made since its creation.
- Mitigating climate change
The Paris Agreement operates on a cycle of publication of countries' climate targets. The first, which began after the agreement was published, sets targets for countries up to 2030.COP29 will have to mobilise countries again to adopt new nationally determined contributions in the run-up to COP30. For France and the European Union, it is a question of continuing to mobilise countries to implement the ecological transition by making up the shortfall in ambition and implementation. France's challenge is to get the Member States to converge towards its level of ambition in order to achieve the objectives of the Paris Agreement.
