Le Groupe AFD à la COP29

Le groupe AFD, qui a l’ambition d’être une banque publique de développement pro-nature, participe à la COP29 afin de promouvoir son approche Climat/Nature et de continuer à faire converger ses financements vers des solutions fondées sur la nature. Le groupe AFD y réaffirmera son approche résolument « du côté des autres » qui s’illustre par un accompagnement durable de ses partenaires à plusieurs échelles, afin qu’ils définissent eux-mêmes leurs trajectoires de développement durable. Enfin, la COP29 est l’occasion pour le Groupe de mettre en œuvre ses actions de plaidoyer, à la fois avec le secteur privé et avec les autres banques publiques de développement via le mouvement Finance en Commun et l’International Development Finance Club (IDFC) pour accélérer les transitions justes dans l’atteinte des Objectifs de développement durable (ODD).

À a veille de l’anniversaire des 10 ans de l’Accord de Paris et de la COP30, la COP29 présente des enjeux majeurs : 

• Nouvel objectif de financement climatique (NCQG) 

Ce nouvel accord, qui doit être fixé avant 2025, doit fixer un nouvel objectif de financement climatique pour les pays. Le précédent pris lors de la COP15 en 2009, qui engageait les pays développés à fournir 100 milliards de dollars par an d’ici 2020 - afin de prendre en compte les besoins des pays en développement en matière d’atténuation et d’adaptation au changement climatique - a été atteint en 2022. La France a quant à elle atteint cet objectif en 2021. 

• Crédits carbone

La COP29 a également pour priorité de finaliser les règles du cadre établi par l’article 6 de l’Accord de Paris, prévoyant un cadre de coopération volontaire entre les Parties sur la question du marché carbone. Ces règles, qui pourront prendre différentes formes, ont pour objectif de garantir l’intégrité environnementale. 

• Pertes et préjudices 

La COP28 a permis la création d’un nouveau fonds pour répondre aux pertes et préjudices. De nombreux dispositifs financiers ont été mis en place pour accompagner les pays les plus vulnérables au changement climatique. Le Conseil d’administration de ce fonds pourra, lors de la COP29, présenter les progrès réalisés depuis sa création. 

• Atténuation du changement climatique

L’accord de Paris fonctionne sur un cycle de publication des objectifs climatiques des pays. Le premier, qui a commencé après la publication de l’accord, fixe des objectifs pour les pays à horizon 2030. La COP29 devra mobiliser à nouveau les pays pour adopter de nouvelles contributions déterminées au niveau national en prévision de la COP30. Pour la France et l’Union européenne, il s’agit de continuer à mobiliser les Etats à mettre en œuvre la transition écologique en comblant le déficit d’ambition et de mise en œuvre. La France a pour enjeu de faire converger les États vers son niveau d’ambition pour réaliser les objectifs de l’Accord de Paris.
