Program for Energy Efficiency in Buildings, PEEB
The Program for Energy Efficiency in Buildings (PEEB) is a Franco-German initiative implemented by AFD, GIZ and ADEME under the aegis of the Global Alliance for Buildings and Construction (GlobalABC). Through its actions, PEEB assists countries with their transition towards an energy-efficient, low-carbon and resilient building sector.
Context

In emerging countries, thermal regulations are underdeveloped or rarely applied. The building sector is often characterized by a limited local engineering capacity and contracting authorities that are not sufficiently structured to promote the theme of energy efficiency.

PEEB supports the implementation of thermal regulations and the operationalization of national climate commitments. PEEB activities at AFD are based on a proactive approach to support contracting authorities initiating projects with high potential for transformation, through their exemplary nature, their scale and their potential for replication. This support helps guide the architectural choices of the funded projects in order to reduce their energy needs. This ensures better thermal comfort and lower operating costs. GIZ and ADEME also develop capacity building activities for building and construction operators.

Description

The main objective of PEEB is to improve the energy and environmental performance of buildings, by supporting the preparation and financing of projects with building components. The aim of this support is:

  • A significant reduction in energy consumption and greenhouse gas (GHG) emissions
  • Adaptation to climate change, with a focus on improving thermal comfort
  • A potential for transformation in the building and construction sector.

This support program is available to all construction or renovation projects in sectors such as housing, health, education and administrative and commercial buildings.

PEEB finances a wide range of standard services which are implemented within a short timeframe. They include energy audits, carbon footprints, assistance to contracting authorities, studies (environmental, social, gender), climate risk assessments, asbestos removal plans, energy efficiency training and sectoral guidelines.

Impacts

Since its launch in 2018, PEEB has supported a portfolio of over 30 projects in 20 countries for a total investment value of €1.8 billion. In 2021, three new initiatives are being launched: PEEB French Overseas Territories with FOM financing, PEEB Cool with the Green Climate Fund and PEEB Med with the EU’s Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR).
