AFD strengthens its partnership with North Macedonia for a modern and just energy transition

The French Development Agency (AFD) took a major step forward in its cooperation with North Macedonia by signing two key agreements in Skopje on 15 October 2025 to support the country’s energy transition: its accession to the national JETIP platform and the signature of a €600,000 grant agreement with the electricity transmission operator MEPSO.
The agreement signed between AFD and MEPSO, in partnership with RTE International, aims to modernize and digitalize the national electricity transmission network — a crucial step to integrate more renewable energy, strengthen security of supply, and improve system efficiency. The project will include the development of a fully digital pilot substation, marking a significant milestone towards a more resilient grid adapted to the country’s future energy needs.
Supporting a just and inclusive transition
At the same event, AFD also joined the JETIP (Just Energy Transition Investment Platform), which coordinates investments and social measures linked to the energy transition. The platform combines technical reforms (such as grid upgrades, storage solutions, and renewable integration) with concrete actions to support citizens and territories (worker reskilling, SME support, and community involvement in coal-dependent regions).
“The support of AFD strengthens our capacity to modernize our electricity system while ensuring accessibility and security of supply,” said H.E. Sanja Božinovska, Minister of Energy.
According to François Vince, Deputy Director of AFD’s Western Balkans office, “These partnerships will help transform plans into concrete projects that deliver tangible benefits for households, businesses, and society as a whole.”
A strategic partnership for EU integration
These two initiatives reflect the shared ambition of France and North Macedonia to accelerate the energy transition, turn it into a driver of sustainable growth, and bring the country closer to European standards.
They are part of AFD’s broader engagement in the Western Balkans, where the agency has been supporting structural reforms, EU convergence and the implementation of the Paris Agreement since 2019.
To date, over €1.5 billion has been committed across 39 active projects in the region, supporting a development path that is more inclusive, low-carbon, and resilient.
