France continues to support Montenegro's Green Transition : €100 million financing signed to support EU reforms and convergence

In the presence of the President of the French Republic, Emmanuel Macron, the President of Montenegro, Jakov Milatović and the Prime Minister of Montenegro, Milojko Spajić, the Minister of Finance, Mr. Novica Vuković, and the Deputy Chief Executive Officer of the French Development Agency (AFD), Bertrand Walckenaer, signed a €100 million agreement in the form of a Development Policy Loan (DPL) to support the EU integration process.
The signing of this agreement confirms the strong partnership between Montenegro and France, as well as their shared commitment to implementing reforms that contribute to sustainable development, environmental protection, and the successful continuation of Montenegro’s European integration.
This second tranche of DPL arrangement complements a first operation approved in 2024, supporting reforms in the fields of environment and energy transition. The new arrangement supports the further implementation of reforms aimed at improving waste management, developing renewable energy sources, ensuring sustainable forest management, reducing GHG emissions and strengthening climate resilience, in line with the commitments Montenegro is undertaking in the process of accession to the European Union. This financial operation is structured in partnership with AFD and the World Bank.
Minister Vuković assessed that the agreement represents a strong expression of France’s confidence in Montenegro’s reform capacity: “The continued support of the AFD confirms that Montenegro is achieving tangible results in implementing reforms of importance for sustainable development and European integration. It is particularly important that this arrangement supports policies that will contribute to meeting the obligations under Chapter 27 – Environment and Climate Change, one of the most demanding, but also one of the most important negotiating chapters on our European path. This agreement represents an investment in a better environment, the energy transition, and the long-term sustainable development of Montenegro,” Minister Vuković stated.
Bertrand Walckenaer, AFD Deputy Chief Executive Officer, added: “This agreement reflects the trust that has been built between Montenegro and AFD over the years, as well as the growing ambition of our partnership. Since 2021, we have significantly expanded our support to the country, combining financing, technical assistance and European resources to help prepare and deliver transformative investments. We are committed to remaining a long-term partner of Montenegro as it advances towards European Union membership and beyond.”
The presence of the President of the French Republic, Emmanuel Macron, gives particular significance to today’s event, representing a strong signal of support for Montenegro’s European perspective and a confirmation of the close relations between the two countries.
Since 2019, AFD has been one of Montenegro’s significant development partners, providing support to projects and reforms in the fields of environmental protection, energy, and climate policy.
