France Supports Sustainable Mobility in Lviv: AFD Signs €5M Grant to Improve Access to Rehabilitation Center Unbroken

In the presence of Rémy Rioux, CEO of Agence Française de Développement (AFD), and the French Ambassador to Ukraine, Gaël Veyssière, a €5 million grant agreement was signed with the municipality of Lviv. This is the first funding agreement signed by AFD in Ukraine, marking a key milestone one year after the Group’s operational launch in the country. It also initiates the first phase of a major urban mobility program to improve access to the Unbroken rehabilitation center and the rapidly expanding northern neighborhoods of the city.

We are proud to support the city of Lviv in building a more accessible and inclusive urban environment. This project combines solidarity with long-term vision,” stated Rémy Rioux, CEO of AFD.

Located in the Shevchenkiv district, the Unbroken center has become a symbol of Ukraine’s resilience, treating thousands of war-wounded soldiers and civilians. Yet, this vital area remains poorly connected to the city’s transport network. The project will address this challenge by constructing two dedicated public transit lanes, cycling paths, sidewalks, reconstructed traffic lanes, and new urban lighting—laying the foundation for future expansion into a tram or trolleybus system.

Expected outcomes include:

  • The rollout of a dedicated bus corridor that is upgrade-ready for tram or trolleybus lines, paving the way for future investment—potentially with the EBRD;
  • Improved access to services for over 150,000 IDPs now living in Lviv’s rapidly growing Shevchenkiv district;
  • New cycling paths, sidewalks, and safer roads to support inclusive and low-carbon mobility;
  • The project marks Phase 1 of a five-stage urban mobility plan, laying the groundwork for long-term transformation.

 “This is a vital investment in Lviv’s future. It will allow us to serve our growing population, support the needs of war-affected residents, and set the stage for more sustainable transport solutions,” said Lviv City Mayor Andrii Sadovyy

The French Ambassador to Ukraine added: “Supporting cities like Lviv means standing with the Ukrainian people in their daily lives and long-term ambitions. This project reflects the values of resilience, partnership, and forward-looking solidarity.

This first funding marks a significant step forward in AFD’s mobilization in Ukraine. We will soon be supporting the municipality of Lviv through direct loans for concrete and, co-designed projects that address the needs of Ukraine's long-term European trajectory”, said Rémy Rioux

This new project is part of France’s broader commitment to accompany Ukraine through recovery and transformation. Through the AFD Group, France is working alongside Ukrainian partners to rebuild essential services, improve urban life, and advance Ukraine’s path toward European integration.
