Assessing the Impact of the Monitoring, Follow-Up, and Control Strategy on Territorial Inequalities in Colombia

This article analyzes the Monitoring, Tracking, and Control Strategy (EMSC) of Colombia's General System of Participations (SGP) as an instrument for reducing territorial gaps in key sectors such as education, health, and drinking water and basic sanitation. In the context of the EMSC, territorial gaps are understood as social and institutional disparities between different territories. In the first case, it is associated with access to and quality of essential public services; in the second, it reflects weaknesses in the capacity of subnational governments to efficiently manage resources, which directly impacts the provision of these services.
