Held from November 11 to 21, 2025, in Belém, Brazil, the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC) will bring together world leaders, negotiators from the States Parties, and non-state actors committed to the fight against climate change.
This new edition will be held at a pivotal moment for international action, 11 years after the adoption of the Paris Agreement. It should enable discussions to continue on financing the fight against climate change, maintain the goal of limiting global warming to 1.5°C, and strengthen the financial commitments made at COP29.
AFD Group, which is the first public development bank to commit to aligning 110% of its activities with the expectations of the Paris Agreement, is participating in this new COP. The Group's objective is to reaffirm its commitments in terms of climate finance and carbon credits and to raise its ambition from 2025 onwards to align its actions with the Global Biodiversity Framework by mobilizing all its partners around the climate and biodiversity agenda.
COP30, a key moment for strengthening climate action
Created in 1992, the UNFCCC coordinates the international response to climate change. In Belém, COP30 will mark an essential step in the multilateral process.
The main issues to be addressed at COP30 are as follows:
- Enhancing nationally determined contributions:
Nationally Determined Contributions (NDCs) are the climate action plans that each country develops under the Paris Agreement. They specify each country's commitments and trajectories for reducing greenhouse gas emissions.
In accordance with the timetable set by the Agreement, 2025 marks a key milestone: Parties will have to submit new, more ambitious NDCs that will guide climate action for the coming decade.
- Mobilizing climate finance on a large scale: the “Baku to Belém” roadmap and the Sharm el-Sheikh Dialogue
To reinforce financial ambitions and define a clear framework for action on climate finance, the “Baku to Belém” roadmap, co-chaired by the COP29 and COP30 presidencies, will be rolled out. It aims to provide a realistic and depoliticized analysis of the actions needed to deliver on the financial commitments made in Baku and to clarify their scope.
At the same time, the Sharm el-Sheikh Dialogue will be another highlight of COP30. Its objective will be to align all financial flows—public, private, domestic, and international—with a low-carbon and resilient development trajectory.
- Adaptation—operationalizing the global goal on adaptation
In order to translate the global goal on adaptation set out in the Paris Agreement into concrete action, COP28 adopted the UAE Framework for Global Climate Resilience, which sets 11 goals to be achieved by 2030.
COP30 will also be an important milestone in finalizing the creation of monitoring indicators, as part of the UAE–Belém Work Program, to ensure its progress and effective implementation.
- Loss and damage:
COP28 marked a major step forward with the creation of a new fund dedicated to loss and damage, designed to support countries most vulnerable to the impacts of climate change.
COP30 will be an opportunity to present the progress made since the establishment of this mechanism and to assess its operational effectiveness.
- Carbon credits:
Following COP29, which finalized the rules for implementing Article 6 of the Paris Agreement, COP30 will mark the transition to the operationalization phase.
The focus will now be on implementing mechanisms for trading carbon credits between buyer and seller countries. Several countries have already begun this process, particularly in the area of forest carbon credits.
- Just transition:
COP30 will also be an opportunity to advance the Just Transition Work Program (JTWP), which aims to support the most vulnerable countries and populations in transforming their economies.
AFD Group's commitment to COP30
AFD Group will participate in this edition as a member of the French interministerial delegation. On this occasion, it will reaffirm its approach in favor of sustainable, inclusive, and environmentally friendly development.
The group will focus its commitments on the following topics:
1) Financing transitions for climate and biodiversity:
As a major player in climate finance, AFD Group devotes a large part of its financing to “planet” projects with a strong structural impact. These investments aim to transform territories sustainably and preserve ecosystems.
2) Preserving and enhancing forests:
With a decade of experience in the forestry sector, AFD Group supports sustainable solutions for forests, populations, the climate, and biodiversity, thereby protecting against extreme weather events while generating economic and social benefits.
3) Mobilizing carbon credits as a lever for action:
In line with the measures adopted since the Kyoto Protocol, the Group is leveraging its expertise to promote carbon credits. This instrument is an essential source of financing and contributes to the fight against global warming.
4) Accelerating just transitions:
Alongside France, AFD Group is part of a “transactional” approach based on several initiatives:
> Just Energy Transition Partnerships (JET-P): a financial cooperation mechanism designed to support emerging economies that are heavily dependent on fossil fuels in making a just energy transition to a more sustainable model. These partnerships provide for developed countries to provide financing to developing countries in exchange for specific commitments on their energy mix.
> Forest packages: an initiative led by the French Presidency, aimed at strengthening the preservation of forest ecosystems, in close connection with climate and biodiversity issues. It is currently being implemented in the Democratic Republic of Congo, Papua New Guinea, and Congo-Brazzaville.
