The project aims at supporting the strengthening of Saint Joseph’s Hospital. It will help meeting the healthcare needs of the Palestinian population of East Jerusalem.
Context
The Palestinian Health system is under high pressure due to growing needs of a population living under difficult social and economic conditions, the fragmentation of the Palestinian Territories and the impact of the Israeli-Palestinian conflict. The humanitarian consequences of the ongoing conflict since October 7, 2023, dramatically increased the needs in the health sector in the whole Palestinian Territories.
In that context, St. Joseph’s Hospital plays an important role in providing a wide range of health services. Strategically located in East Jerusalem, in the Sheikh Jarrah district, its mission is to provide quality healthcare for the Palestinian population. With 155 beds, it is the 3rd largest in this area.
Description
The project pursues two objectives. The first is to develop the healthcare offer (intensive care and outpatients’ clinic) available to the Palestinian population of East Jerusalem, thanks to new energy-efficient and resilient infrastructure to the effects of climate change. The second is to strengthen medical training within Saint Joseph Hospital to improve the skills of healthcare staff.
Supported by the European Union, the PEEB Med (Programme for Energy Efficiency in Buildings in the Mediterranean) has proposed energy efficiency measures based on the energy consumption data of existing buildings. These measures target both existing and new areas, with a focus on enhancing the thermal performance of non-insulated sections to minimize heating and cooling losses.
Impacts
The main expected effects are to:
- modernize the services offered by Saint Joseph Hospital - extending services and equipment, making them energy-efficient and gender-sensitive;
- improve initial training - via the extension of spaces linked to university activities - continuing training and the mobilization of French hospital expertise.
In 2023, Saint Joseph Hospital admitted over 107,000 patients, 98% of whom were Palestinians living in Jerusalem and 1% Palestinians from the West Bank and Gaza Strip. The hospital has currently 155 beds, and will have 225 beds with this extension project.
