Through a technical cooperation programme, AFD supports the Bangkok Metropolitan Administration (BMA) in strengthening air quality management, developing green urban infrastructure, and preparing green finance instruments, alongside French companies.
Context
Bangkok faces recurrent pollution episodes, intensifying urban heat, and rising flood risk. The Bangkok Metropolitan Administration (BMA) has committed to an ambitious environmental agenda through a Master Plan on Climate Change and the Green Bangkok 2030 initiative. Since 2023, a policy dialogue has developed with AFD, marked by the Governor’s visit to Paris in April 2025. These exchanges brought together more than 300 participants and led to the signature of an agreement between AFD and BMA.
Description
The project brings together BMA, French public institutions (Airparif, Apur), and French companies. The involvement of the private sector is part of BMA’s capacity building: it feeds technical dialogue and gives BMA teams access to industrial expertise from the design stage.
The programme is built around three complementary components:
Air quality. BMA is setting up an integrated system covering monitoring, modelling, forecasting, and decision support. The cooperation relies on exchanges with Airparif, with the objective of building an internal BMA air quality management capability. French companies bring technical expertise on sensor networks, black carbon monitoring, and regional transboundary pollution modelling.
Green urban infrastructure. In cooperation with Apur (Paris Urban Planning Agency), BMA works on urban greening strategies, nature-based solutions, and integrated planning. A pilot project centred on the BMA City Hall district connects existing parks to the Chao Phraya river, combining green corridors, soft mobility, and low-emission zones.
Green finance. The programme supports BMA in structuring its investment capacity, preparing a pipeline of bankable projects, and exploring green financing instruments, including green bonds.
Impact
-
Establishment within BMA of a dedicated air quality function combining monitoring, modelling, and public policy support
-
Design of a “breathable neighbourhood” pilot project in the historic centre of Bangkok
-
Pipeline of urban projects prepared for future financing, including through AFD instruments
-
Structured engagement of French institutional and industrial expertise in Bangkok’s urban transition
Sustainable Development Goals
Sustainable Cities and Communities
Goal 11 seeks to rehabilitate and plan cities and all human settlements in ways that offer everyone employment opportunities and access to basic services, energy, housing, transportation, green public spaces, and more – while improving resource use and reducing environmental impact.
