The Greater Phnom Penh Water Supply Project (2013-2016), known as “Niroth 2”, aimed to expand the production capacity of the Niroth 1 water treatment plant. The project to extend Chamcar Morn’s water production facilities and distribution network (2016-2019) was launched following the saturation of the Niroth station. The third project concerned the drinking water supply in Siem Reap (2015-2019). Led by Siem Reap Water Supply Authority (SRWSA), it aimed to respond urgently to the growth of local water demand.

Because these projects were broadly similar in design but with some significant differences (in terms of context, activities, funding modalities and governance), this joint evaluation aims to (i) assess and consolidate lessons learned and recommendations for each project and (ii) by comparing the three projects, define the impact of project design differences according to each evaluation criterion.
AFD, MEF, PPWSA and SRWSA wished to evaluate the completed projects by focusing on the sustainability of the infrastructure, the relevance of the financing modalities, the efficiency and effectiveness of the implementation agreement.

To conclude, the consultants propose a number of recommendations to improve the sustainability of these projects in terms of financial tools to be developed, sectoral dialogue and reinforcement of the sector’s stakeholders.
